PLI Subsidy for Automobile Industry: Eligibility, Financial Incentives, DVA Requirements & Application

Introduction: PLI Subsidy for Automobile Industry

India’s automobile sector is one of the country’s largest manufacturing industries and contributes significantly to industrial growth, exports, employment, and technological innovation. To strengthen India’s position as a global manufacturing hub, the Government of India introduced the Production Linked Incentive (PLI) Scheme for Automobile and Auto Component Industry.

The PLI Subsidy for Automobile Industry provides eligible manufacturers with financial incentives linked to incremental sales of approved products. Unlike traditional capital subsidy schemes, this initiative rewards companies that increase production, invest in advanced technologies, and achieve defined performance milestones.

At Finraja Consultancy Pvt. Ltd., we assist businesses in evaluating project eligibility, preparing subsidy strategies, developing DPRs, managing documentation, and supporting the complete incentive claim process under various Central and State Government subsidy schemes.

What is the PLI Subsidy for Automobile Industry?

The Production Linked Incentive Scheme for Automobile Industry is a flagship initiative introduced by the Ministry of Heavy Industries to encourage investments in Advanced Automotive Technology products while strengthening India’s domestic manufacturing ecosystem. The scheme supports companies that invest in eligible products and achieve incremental sales targets over the base year. It also focuses on attracting investments into high-value manufacturing and encouraging technological advancement within the automotive sector.

Unlike conventional subsidy programs that aid based on capital expenditure alone, this scheme links incentives directly to business performance. Eligible companies receive financial incentives only after satisfying the prescribed investment, sales, and compliance conditions.

The scheme mainly supports:

  • Automobile OEMs
  • Auto Component Manufacturers
  • Battery Electric Vehicle Manufacturers
  • Hydrogen Fuel Cell Vehicle Manufacturers
  • Advanced Automotive Technology Product Manufacturers
  • New Non-Automotive Investors entering the automobile manufacturing sector

Eligible Applicants under the Government Subsidy for Automobile Manufacturing

The schemes classify eligible applicants into different categories.

Existing Automobile OEMs

Companies already engaged in automobile manufacturing may apply if they satisfy the prescribed revenue and investment criteria. The scheme specifies minimum global group revenue and investment thresholds for OEM applicants.

Auto Component Manufacturers

Existing manufacturers of eligible auto components may also participate, provided they satisfy the applicable financial eligibility conditions and manufacture approved products.

New Non-Automotive Investors

The scheme also welcomes companies that are not currently manufacturing automobiles or auto components. Such applicants must demonstrate the required net worth and commit to the prescribed domestic investment while presenting a clear business plan for manufacturing Advanced Automotive Technology products.

Domestic Value Addition (DVA) Requirement

One of the most important provisions under the Domestic Value Addition PLI Scheme is the requirement for domestic manufacturing.

The schemes require a minimum 50% Domestic Value Addition (DVA) for eligible products. The Ministry of Heavy Industries’ designated testing agency certifies compliance with the prescribed DVA requirement before incentives are granted. The September 2024 amendment simplified the language by retaining the 50% DVA requirement while confirming certification by the Ministry’s testing agency.

For manufacturers, this means sourcing strategies, production planning, and supply-chain decisions should be aligned with DVA requirements well before filing an incentive claim.

Eligible Advanced Automotive Technology Products

The scheme primarily focuses on Advanced Automotive Technology products rather than conventional automotive manufacturing.

Eligible categories include:

  • Advanced Automotive Technology Vehicles
  • Advanced Automotive Technology Components
  • Battery Electric Vehicles (BEVs)
  • Hydrogen Fuel Cell Vehicles
  • Passenger Vehicles
  • Commercial Vehicles
  • Two-wheelers
  • Three-wheelers
  • Tractors
  • Military-use Vehicles
  • CKD and SKD Kits, where applicable and pre-approved by the Ministry.

Manufacturers should verify that their products fall within the notified eligible product categories before making investment decisions.

Financial Incentives under the PLI Subsidy for Automobile Industry

The financial incentive component is the core benefit of the PLI Subsidy for Automobile Industry. Unlike traditional subsidy schemes that reimburse a percentage of capital investment, this scheme rewards eligible manufacturers based on incremental sales of approved Advanced Automotive Technology (AAT) products. Therefore, companies receive incentives only after meeting prescribed investment milestones, Domestic Value Addition (DVA) requirements, and incremental sales thresholds. The schemes provide separate incentive structures for Champion OEMs and Component Champions.

The scheme is divided into two major incentive categories:

1. Champion OEM Incentive Scheme

This category covers:

  • Existing Automobile OEMs
  • New Non-Automotive OEM Investors

The incentive is calculated on Determined Sales Value (DSV) of eligible Advanced Automotive Technology vehicles after satisfying the prescribed eligibility conditions. Existing manufacturers and new investors must achieve the minimum determined sales value before becoming eligible to claim incentives.

Determined Sales Value

Incentive Rate

Up to ₹2,000 Crore

13%

Above ₹2,000 Crore up to ₹3,000 Crore

14%

Above ₹3,000 Crore up to ₹4,000 Crore

15%

Above ₹4,000 Crore

16%

Cumulative Determined Sales Value of ₹10,000 Crores over 5 years

Additional 2%

These incentive percentages apply only after satisfying the scheme conditions and achieving the prescribed sales milestones.

2. Component Champion Incentive Scheme

The Component Champion Incentive Scheme supports manufacturers producing eligible Advanced Automotive Technology components. It encourages domestic production of technologically advanced automotive parts and strengthens India’s automotive supply chain.

Eligible applicants include:

  • Auto Component Manufacturers
  • Existing OEMs manufacturing approved components
  • New Non-Automotive Component Investors

The incentive is linked to incremental sales of eligible Advanced Automotive Technology components.

Determined Sales Value

Incentive Rate

Up to ₹250 Crore

8%

Above ₹250 Crore up to ₹500 Crore

9%

Above ₹500 Crore up to ₹750 Crore

10%

Above ₹750 Crore

11%

Additional incentive after cumulative Determined Sales Value exceeds ₹1,250 Crore

Additional 2%

Battery Electric Vehicle & Hydrogen Fuel Cell Vehicle Components

Additional 5% incentive

Multiplied by a factor of 0.9 in the fifth year for eligible sales relating to Internal Combustion Engine (ICE) vehicle components.

Incremental Sales Requirement

The scheme links financial incentives with annual business growth.

For Champion OEMs:

  • Minimum first year Determined Sales Value: ₹125 Crore
  • Minimum Year-on-Year growth: 10%
  • Companies failing to achieve the prescribed threshold in a particular year will not receive incentives for that year. However, they may regain eligibility in subsequent years by meeting the required thresholds. The 2023 amendment further clarifies this treatment while extending the scheme period.

For Component Champions:

  • Minimum first year Determined Sales Value: ₹25 Crore
  • Minimum annual growth requirement: 10%
  • Similar provisions apply for companies that miss a year’s threshold but qualify in later years.
