Scheme 1: Commercial Horticulture Development in open field conditions on project mode

The National Horticulture Board (NHB) will implement integrated commercial horticulture development projects in open field conditions through a project-based approach. This includes components such as planting material, plantation, irrigation, fertigation, mechanization, precision farming, and Good Agricultural Practices (GAP). The eligible project area is over 2.00 hectares (5 acres). However, for the North Eastern (NE) Region, projects with an area of over 1 acre are eligible.
The NHB offers a credit-linked, back-ended subsidy of 40% of the total project cost, up to a maximum of Rs 30.00 lakh per project in general areas. In the NE Region, Hilly States, and scheduled areas, the subsidy is 50% of the project cost, limited to Rs. 37.50 lakh per project.

Scheme 2: Commercial Horticulture Development in protected cover on project mode

The National Horticulture Board (NHB) will support commercial horticulture development projects under protected cover on a project mode. This includes components such as planting material, plantation, irrigation, fertigation, and mechanization for projects covering an area over 2500 square meters. For the North Eastern (NE) Region, projects with an area over 1000 square meters are eligible. Activities promoted under this scheme include the construction of greenhouses, shade net houses, plastic mulching, plastic tunnels, and anti-bird/hail nets.
  • Flowers:Anthurium, Orchids, Rose, Lilium, Chrysanthemum, Carnation, and Gerbera.
  • Vegetables: High-value vegetables such as Capsicum, Cucumber, and Tomato.

The NHB offers a credit-linked, back-ended subsidy of 50% of the total project cost, limited to Rs. 56.00 lakh per project. This subsidy covers admissible cost norms for greenhouses, shade net houses, plastic tunnels, anti-bird/hail nets, and the cost of planting material.

Scheme 3: Integrated Post Harvest Management projects

The National Horticulture Board (NHB) will support Integrated Post Harvest Management (PHM) projects. These projects include components such as Pack Houses, Ripening Chambers, Reefer Vans, Retail Outlets, Pre-cooling units, and Primary processing. The NHB will also support projects in component mode and standalone projects of PHM components.

For primary processing, only projects related to the following crops are eligible for subsidy:

  • Fruits
  • Vegetables
  • Flowers
  • Aromatic plants
  • Cashew
The NHB offers a credit-linked, back-ended subsidy of:
  • 35% of the total project cost, limited to Rs. 50.75 lakh per project in general areas.
  • 50% of the total project cost, limited to Rs. 72.50 lakh per project in the NE Region, Hilly States, and Scheduled areas

Scheme 4: . Capital Investment subsidy scheme for construction/ expansion/ modernization of cold storage and storage for Horticulture Produce

Assistance for setting up new Cold Storage infrastructure will be available only to Multi-Chamber Cold Storage units featuring energy-efficient technologies with provisions for thermal insulation, humidity control, advanced cooling systems, and automation. These units must meet specifications and standards approved by the Ministry. To ensure compliance with these standards, all projects will undergo technical scrutiny by NHB-empaneled technical appraisal agencies.

For Controlled Atmosphere (CA) Stores, assistance is available for projects related to temperate fruit crops located in production areas where relevant protocols are available.

1. Subsidy Rate:

  • 35% of the capital cost of the project in general areas.
  • 50% of the capital cost of the project in NE Region, Hilly States, and Scheduled Areas.

2. Storage Capacity:

  • Eligible projects must have a storage capacity above 5000 MT up to 10000 MT.
  • In the North East states, projects with a capacity of 1000 MT or above are also eligible.
For the purpose of subsidy calculation, 3.4 cubic meters (120 cubic feet) of chamber volume is considered equivalent to 1 MT storage capacity.

Scheme 5 : Technology Development and Transfer Scheme

1. Setting up of Block/Mother Plant and Root Stock Nursery (Area above 4 ha):

  • Project based – 100% assistance only through Government agency/Public Sector.
  • Rs. 100.00 lakh/ha for effective nursery area including virus indexing, tissue culture lab, etc.

2. Acquisition of Technologies:

  • Including import of planting material from other countries for evaluation and mass multiplication to increase production & productivity of horticulture crops.
  • Rs. 50.00 lakh/project.
  • 100% assistance and only through Government agency/PSUs.

3. Import/Procurement of Machines and Tools for Horticulture for Demonstration Purpose:

  • Rs. 50.00 lakh/machine.
  • 100% of total cost and only through Government agency/Public Sector.

4. Development & Transfer of Technology. 5. Long Distance Transport Solution:

  • Project based assistance up to Rs. 2000.00 lakh.

6. Product Promotion and Market Development Services – Horti-fairs:

  • Rs. 25.00 lakh.
  • 100% of cost by Central Nodal Agency.

7. Exposure Visit of Farmers (Outside State):

  • Project based as per actual cost.
  • 100% of the cost.

8. Visit Abroad for Government Officers:

  • Rs. 6.00 lakh per participant.
  • 100% of air/rail travel and course fee.

9. Organization/Participation in Seminars/Symposia/Workshops for Development of Horticulture:

  • Financial assistance for events:
    • International (3-5 days): up to Rs. 10.00 lakh.
    • National: up to Rs. 5.00 lakh.
    • State Level: up to Rs. 3.00 lakh.
    • District Level: up to Rs. 0.50 lakh.
  • Short duration (1-2 days) seminars:
    • State Level: Rs. 1.00 lakh per event.
    • National Level: Rs. 2.00 lakh per event.
    • International (within India): Rs. 3.00 lakh per event.

10. Accreditation and Rating of Fruit Plant Nurseries:

  • Rs. 1.00 lakh per nursery.
  • By Central Nodal Agency (NHB).

  • 100% project based, Rs. 100.00 lakh/ha.

Acquisition of Technologies:

  • Rs. 50.00 lakh/project, 100% assistance.

Import/Procurement of Machines and Tools:

Long Distance Transport Solution:

  • Project based, Rs. 2000.00 lakh.

Product Promotion and Market Development Services:

  • Rs. 25.00 lakh, 100% assistance.

Scheme 6: Market Information Service for Horticulture Crops

1. Information Generation on Wholesale and Retail Prices:
  • Collect data on wholesale prices, arrivals, and trends for important fruits, vegetables, and flowers across various markets in the country.
  • Increase the number of selected markets for retail price data collection.
2. Market Analysis:
  • Analyze trends of arrivals, prices, and related factors for selected fruits and vegetables, such as stock in storage, crop status, etc.
  • Generate Market Intelligence Reports.
3. Nation-wide Communication Network:
  • Establish a communication network for the speedy collection and dissemination of market information data.
  • Ensure efficient and timely utilization of the collected data.
4. Farmers’ Advisory:
  • Prepare advisory reports for farmers using the statistics generated and collected.
  • Issue advisories to help farmers optimize returns.
5. Horticulture Database Collection and Strengthening:
  • Collect and compile horticulture data.
  • Strengthen the existing system of ‘Crop Estimation Survey – Fruits & Vegetables’ (CES-F&V).
6. Information Dissemination:
  • Disseminate information through publicity, advertisements, films, printed literature, etc.
7. Technology Development and Sharing:
  • Develop technology packages in electronic form.
  • Share these packages through Information Technology (IT) platforms.

Project Based:

  • Assistance will be provided based on the actual cost of the project
