Electronics Component Manufacturing Scheme (ECMS): Subsidy, Eligibility, Incentives and Application

Introduction: Electronics Component Manufacturing Scheme

The Electronics Component Manufacturing Scheme (ECMS) is a major push by MeitY to build India’s component ecosystem. India now makes many finished electronics. However, imports of electronic components keep rising with production. As a result, the government launched this scheme to cut imports and add local value.

We explain ECMS eligibility, incentive rates, investment limits, and the claim process. We also share a worked example for the optical transceiver SFP segment. Finally, we show how an ECMS subsidy consultant can help you apply with confidence.

What Is the Electronics Component Manufacturing Scheme?

The scheme was notified on 8 April 2025 through Gazette Notification No. CG-DL-E-08042025-262341. Later, MeitY issued the detailed ECMS scheme on 26 April 2025. In addition, an addendum dated 7 July 2025 added a new telecom segment.

The scheme offers three kinds of support. These are turnover linked incentive, capex incentive, and a hybrid of both. The notification sets a budget outlay of ₹22,919 crore, including administrative costs. The scheme then split the incentive outlay. Segments A, B and C get ₹21,093 crore. Segment D gets ₹1,712 crore.

The main aim is simple. The scheme wants to raise domestic value addition. Moreover, it wants Indian makers to join global value chains and grow exports.

ECMS Target Segments

The scheme covers five groups of products. Each group gets a different type of incentive.

Group

Target segments

Incentive type

A – Sub-assemblies

ECMS Eligibility Criteria

First, the applicant must be a company under the Companies Act, 2013, or an LLP. Next, it must invest in manufacturing target segment goods in India. Greenfield and brownfield projects both qualify.

For segments A, B and C, the revenue test is based on FY 2023-24. The test covers the applicant, its group companies, and joint ventures. You must meet either the ESDM revenue or the manufacturing revenue limit. For example, non-SMD passive components need ₹50 crore ESDM revenue or ₹150 crore manufacturing revenue. HDI/MSAP/Flexible PCB needs ₹500 crore or ₹1,500 crore. If you meet only the manufacturing limit, you must show technical capability. A technology partner term sheet or a transfer of technology agreement can help.

For segment D, the test is financial. Your net worth must be at least 50% of the proposed investment. Otherwise, you must submit a board resolution on funding.

In addition, keep these rules in mind:

  • File a separate application for each target segment product.
  • Follow the FDI policy if you have foreign investment.
  • Contract manufacturing is not eligible.
  • Investment or sales already incentivized under another government scheme cannot be counted.

ECMS Financial Incentives: How They Work

This is the core of the scheme. Let us look at each incentive in turn.

ECMS Turnover Linked Incentive

The government pays a percentage of your net incremental sales. Incremental sales mean sales above the base year. The base year is FY 2024-25. However, if you opt for a one-year gestation period, the base year is FY 2025-26.

Two conditions are mandatory. First, you must meet the incremental sales threshold. Second, you must meet the cumulative incremental investment threshold. In addition, 1% of the rate is paid only if you meet the employment threshold. If you miss it, 1% is cut from your rate.

The incentive runs for six years. Besides this, you may take one optional gestation year. Note that gestation applies to segments A, B and C, and you cannot claim incentives for that year.

ECMS Capex Incentive

Capex incentive is 25% of eligible capital expenditure. It applies to segment C (hybrid) and segment D. To receive it, you must meet the investment threshold. Also, your unit must start commercial production. Out of the 25%, 5% depends on the employment threshold.

Overall Ceiling and Extra Incentives

The total incentive cannot exceed 50% of your cumulative eligible incremental investment. Extra incentives are not counted in this ceiling. For example, multi-layer PCB makers get 1% more for using domestic laminate. Likewise, Li-ion cell makers get 2% more for domestic cathode active material. If sourcing is partial, the extra incentive is pro rata.

ECMS PCB Incentive

PCB makers should read the rules with care. Multi-layer PCB with 8 or more layers earns up to 10% in Year 1. Meanwhile, HDI, MSAP and flexible PCB get a hybrid benefit. From the second year, multi-layer PCB makers must localize at least one input each year. Examples include process chemistry, solder mask ink, tin balls, and solder. Also, if you are approved only for multi-layer PCB, your HDI PCB sales still count at the multi-layer rate.

ECMS Optical Transceiver SFP: New Telecom Opportunity

The July 2025 addendum added the optical transceiver SFP (small form-factor pluggable).

Here are the key points:

  • Qualification: ESDM revenue of ₹50 crore or manufacturing revenue of ₹150 crore in FY 2023-24.
  • Application fee: ₹2,00,000.
  • Investment: ₹50 crore cumulative.
  • Incentive: Turnover linked at 5/4/4/3/2/2%.
  • Capex incentive: Not applicable.

The yearly thresholds are as follows.

So, the six-year benefit is about ₹17.7 crore. This stays within the 50% ceiling on a ₹50 crore investment. However, if you miss the employment threshold, 1% is cut from each year’s rate. In that case, the Year 1 incentive falls from ₹1.5 crore to ₹1.2 crore. Real figures depend on verified net sales.
