NPDD Dairy Development Subsidy: Component A – Dairy Development, Eligibility & Financial Assistance

Introduction: NPDD Dairy Development Subsidy

The NPDD Dairy Development Subsidy is a high-value search term for organisations looking for support under the Revised National Programme for Dairy Development (NPDD). However, the official structure is important to understand. Component A is called “Dairy Development” and focuses on dairy procurement, chilling, testing, processing, training, research, Milk Producer Companies, and related infrastructure.

The Revised NPDD was approved as a Central Sector Scheme for 2025-26. The Government document states an allocation of ₹1,000 crore for 2025-26 and a total outlay of ₹2,790 crore for the 15th Finance Commission cycle from 2021-22 to 2025-26.

For organisations planning dairy infrastructure or milk procurement projects, NPDD Component A can provide important financial support. However, the level of support depends on the activity, location, and eligible organisation.

What Is NPDD Component A – Dairy Development?

Component A is the Dairy Development part of the Revised NPDD. Its main goal is to strengthen the organised dairy sector and improve milk procurement, chilling, testing and related infrastructure.

The official document lists nine major areas under Component A:

  1. Milk Procurement through Dairy Cooperative Societies (DCS)
  2. Milk Chilling and Bulk Milk Coolers (BMC)
  3. Milk Processing and Value Addition
  4. Milk and Milk Product Testing Laboratories
  5. Certification and Accreditation
  6. Training and Capacity Building
  7. Research and Development Projects
  8. Establishment of Milk Producer Companies
  9. Planning and Monitoring

These activities are specifically listed under Component A in the 2025-26 administrative approval.

Therefore, organisations should assess their project against the specific Component A activity, rather than treating NPDD as a general dairy business subsidy.

NPDD Eligibility Under Component A

One of the most important points for anyone searching for NPDD eligibility is that the scheme is not designed as a direct beneficiary-oriented scheme.

The Government schemes state that the benefits go to dairy farmers through farmer-owned organisations. Eligible Producer Institutions include:

  • State Cooperative Dairy Federations
  • Regional or District Cooperative Milk Unions
  • Multi-State Dairy Cooperative Societies
  • Farmer Producer Organisations (FPOs)
  • Milk Producer Companies (MPCs)
  • NDDB and its subsidiaries
  • SHG Cluster Federations through State Rural Livelihood Mission

The project implementation mechanism also assigns roles to State Cooperative Dairy Federations, Milk Unions, NDDB and State Rural Livelihood Mission, depending on the type of organisation and project.

Financial Incentives Under NPDD Component A

The funding pattern changes according to the activity and area. The 15th PSC’s Annexure XIX gives the detailed funding structure.

100% Grant, subject to applicable limit

The DCS and BMC provisions specify a 50:50 Grant-to-Producer Institution contribution in general areas and 75:25 in NER, Hilly Areas and UTs.

For milk testing laboratories and certification, the pattern is 50:50 in general areas and 70:30 in NER, Hilly Areas and UTs.

Training has a 100% grant pattern. R&D receives 35% grant up to ₹1 crore, while establishment of a Milk Producer Company receives 35% grant up to ₹15 crore.

Dairy Cooperative Society Subsidy Under Component A

The Dairy Cooperative Society subsidy is one of the most important financial areas under Component A.

For FY 2025-26, the 15th Project Sanctioning Committee approved the creation of 21,902 new Dairy Cooperative Societies and strengthening of 14,646 existing DCS.

The PSC also approved a total budget of ₹407.37 crore for the creation of new DCS, consisting of:

  • ₹211.90 crore – Government of India share
  • ₹195.47 crore – Organisation share

This makes NPDD DCS subsidy 2025-26 a valuable term for organisations planning new DCS projects.

Bulk Milk Cooler Subsidy Under Component A

Milk chilling is another major activity under Component A.

The scheme supports Bulk Milk Cooler (BMC) installation as part of milk chilling infrastructure. The funding pattern is:

  • 50% grant + 50% Producer Institution contribution in general areas
  • 75% grant + 25% Producer Institution contribution in NER, Hilly Areas and UTs

The purpose is to strengthen the milk collection and chilling chain at the village, block, and district level.

For a project involving BMC infrastructure, the financial assessment should therefore consider:

  • BMC capacity
  • Number of collection points
  • Milk procurement volume
  • Project location
  • Eligible equipment
  • Producer Institution contribution
  • Applicable Central share

The final eligible amount should be based on the approved project cost and applicable norms. Therefore, a fixed “BMC subsidy amount” should not be promised without project-level assessment.

Milk Testing Laboratory Subsidy

Component A also supports the construction or establishment of Milk and Milk Product Testing Laboratories.

The funding pattern is:

  • 50:50 in general areas
  • 70:30 in NER, Hilly Areas and UTs

The approved activity can support eligible laboratory-related infrastructure and equipment. The 16th PSC project approval also shows practical implementation of laboratory-related activities. For example, the approved project documentation includes village-level laboratories at BMC centres and Automatic Milk Collection Units with milk analysers and related equipment.

This makes the milk testing laboratory subsidy keyword commercially useful for dairy organisations planning quality and testing infrastructure.

Milk Processing and Value Addition Support

Milk Processing and Value Addition is another Component A activity. However, there is an important geographic condition.

This activity is available to Milk Unions/Federations in NER, Hilly Areas and Union Territories. The funding pattern is 75:25 Grant-to-Producer Institution contribution.

Therefore, content targeting NPDD subsidy should not claim that every dairy processing project across India receives Component A support.

Milk Producer Company Subsidy

The Milk Producer Company subsidy is another high-value financial opportunity under Component A.

The approved funding pattern provides:

35% grant to the Producer Institution, subject to a maximum of ₹15 crore.

This support is linked to the establishment of Milk Producer Companies and eligible activities under the approved component.

For a large MPC project, the financial assessment should therefore examine the complete project cost, eligible activities, Central share, organisation contribution and applicable cost norms.

Importantly, ₹15 crore is a maximum Central grant limit under the stated provision. It does not mean every Milk Producer Company automatically receives ₹15 crore.

The actual support depends on the eligible approved project cost and sanction.

R&D and Training Support

Component A also provides support beyond physical infrastructure.

Research & Development

R&D receives:

35% grant, subject to a maximum of ₹1 crore.

The PSC document lists areas such as dairy processing startups, dairy innovations, new product development, cost-effective processing, traceability systems and product shelf-life studies.

Training & Capacity Building

Training receives a 100% grant to the Producer Institution.

The approved activities include training for farmers, dairy personnel, milk testers, quality personnel, DCS staff, BMC/chilling centre staff and management committees of dairy cooperatives and MPCs.

Therefore, Component A is broader than a simple dairy equipment subsidy. It supports the procurement, quality, infrastructure, skills, and institutional development chain.
