(v) To meet socio-economic and infrastructure demands of the state.

(vi) To encourage public private partnerships through land pooling.

Eligibility

Township can be developed by “Developer” which includes:- (i) Any person/ association of person; (ii) Any legal entity including private developer, sole proprietor; (iii) Consortium or Joint venture of landowners, private developers, firms, etc.; (iv) Any public agency of state or central government.

 

Financial Eligibility of Developer

 

For development of Township, financial parameters for the Developer shall be as prescribed below

Land Procurement

1 Developer responsible for land; if 80% land procured, govt. may assist with balance via negotiated approach. Developer bears compensation cost.
2 Max 20% govt. land (or 8 hectares), with 50% of it returned in mixed-use form within 2 years, with 18m road access.

External Infrastructure

Govt. responsible for trunk infrastructure (roads, water, gas, power). Developer pays External Development Charges (EDC) to agencies on cost-plus basis.

Timely Clearance Support

Nodal agency acts as single-window for clearances/NOCs. Escalation to Empowered Committee if departments don’t respond in 60 days. Committee may appoint nodal officer.

Project Monitoring

Committee may monitor development (directly or via 3rd party). Non-compliance may lead to binding corrective orders by Committee.

Dispute Resolution

Committee not to entertain disputes. Contractual agreements must define jurisdiction and resolution mechanisms.

Incentives for Township Projects

1 TDR Benefits – Available if in TDR zones.
2 No Land Ceiling – MP Land Ceiling Act not applicable.
3 Relaxation in Colony Rules – 2014 & 2021 rules to be amended.
.4 Development Plan Modification – Committee empowered to approve.
5 Green FAR – Additional FAR on 0.4 ha green space beyond requirement.
6 FAR for Renewable Energy – Extra FAR for solar/wind use and green buildings.
7 FAR for EWS/LIG – Extra FAR for building up to 30% more affordable units.
