To qualify, industries must make an additional investment of at least 25% of the already approved capital investment in plant and machinery and commence commercial production between November 1, 2019, and October 31, 2024.

3. MSME POLICY – CHHATTISGARH STATE (2019-24)

Objectives

Affordable Consumer Products: Utilize Chhattisgarh’s strategic location to produce consumer products at reasonable costs.

Balanced & Integrated Growth: Promote balanced and integrated development throughout the state .

Attract Investments: Draw more domestic and foreign investments compared to other states .

Value Addition Ecosystem: Establish an ecosystem for adding value to herbal, medicinal, and forest products available in the state .

Job Creation: Generate more job opportunities and foster self-employment for the youth .

Industry Setup: Prioritize the establishment of industries in categories designated as high priority .

Economic Empowerment: Facilitate the economic empowerment of entrepreneurs from weaker sections, SC/ST communities, ex-servicemen, and women .

Youth Training: Provide training tailored to the requirements of local industries for local youths .

Investment in Sunrise Industries: Attract investments in emerging sectors such as textiles, pharmaceuticals, robotics, artificial intelligence, IT & ITeS, biotechnology, and non-conventional energy generation .

Infrastructure Development & Land Management

Industrial Areas/Parks: Ensure at least one industrial area or park is established in each Development Block to support rural development.

CSIDC Empowerment: Empower the Chhattisgarh State Industrial Development Corporation (CSIDC) to procure private land at reasonable rates for setting up new industrial areas .

Local Maintenance Committees: Form local consultative committees to maintain existing industrial areas .

Environmental Conservation: Implement water, effluent treatment plants, and solid waste management systems under the PPP model, with mandatory tree plantations in all industrial areas .

Administrative Management

Industrial Areas/Parks: Ensure at least one industrial area or park is established in each Development Block to support rural development.

CSIDC Empowerment: Empower the Chhattisgarh State Industrial Development Corporation (CSIDC) to procure private land at reasonable rates for setting up new industrial areas .

Local Maintenance Committees: Form local consultative committees to maintain existing industrial areas .

Environmental Conservation: Implement water, effluent treatment plants, and solid waste management systems under the PPP model, with mandatory tree plantations in all industrial areas .

Support for Existing Industries
Substitution Criteria: Industries must invest at least 125% of their original capital in plant and machinery post-policy appointment, and achieve a 10% increase in employment to qualify for up to 50% exemption in capital investment. Diversification Requirements: Existing industries adding new products must invest at least 25% of their original investment in plant and machinery and achieve a 10% increase in employment, with prior approval from competent authorities .
General Provisions

Quality Assurance: Implement special schemes to ensure the quality of products from Micro & Small industries.

Marketing Support: Provide assistance through the government-run marketing portal, E-Mane-C .

Financial Assistance: Maximize the benefit from various government financial assistance schemes for Micro & Small industries .

Single Window System: Enhance the Single Window System to be more seamless and investor-friendly.

Additional Provisions and Amendments

Stamp Duty Exemptions: Consider exemptions for industries changing their constitution to LLP.

Land Transfer: Reduce and simplify land transfer fees.

Incentives for Processing Industries: Provide additional incentives to industries processing major agricultural products.

Revival of Closed/Sick Industries: Review and rationalize policies for reviving closed and sick industries.

Service Sector Support: Issue production certificates to service sector industries to enable them to avail incentives.

Handicraft Development: Develop state portals like E-MaNe-C for marketing handicrafts and related products.
